Assisting Drones Operators in the Use of the SORA

Stéphane Morelli graduated from Ecole Spéciale Militaire de Saint-Cyr and Ecole Nationale Supérieure de Techniques Avancées. He has retired from the French Army in 2011, after a career dedicated to leadership and military technology. From 2007 to 2009, he commanded the tactical RPAS regiment of the French Army. In 2009, he was assigned as Intelligence and RPAS expert for future programs of the Army. In 2012, he founded Azur Drones, a RPAS civil manufacturer and operator specialized in Surveillance. Azur Drones is a 60 people french company, and has developed an offer of two solutions : Flying Guard, a tethered drone system dedicated to local and long endurance surveillance missions, and Skeyetech , a highly automated system dedicated to the surveillance of sensible areas. In 2013, S. Morelli co created the Fédération Professionnelle du Drone Civil, the French RPAS users association, of which he has been President from 2015 to 2018.
The analysis of the risks related to the operations of special category drones (SORA) is a process that will progressively allow to commercialize this type of operations. However, the implementation of this process remains complex, and requires drone operators knowledge to master the information they will provide administrations to which they request permissions. As such, it seems necessary that tools be put in place to help operators to conduct in a manner that is simple enough so that the costs and delays associated with flight authorizations are compatible with their business model. These tools are to be developed with the help of all the regulatory and industrial actors, in particular the manufacturers of drones.
